An external bureau of the Ministry of Education, Culture, Sports, Science and Technology, this agency is responsible for promoting culture and international cultural exchange and for administration of religious policy. Another of its duties consists of activities to promote international cooperation in cultural heritage overseas. Each year, it seeks participants in networking core centers programs and international contribution programs for purposes of preservation and restoration, including projects of the Japan Consortium for International Cooperation in Cultural Heritage.

It manages inscription of new heritages and preservation screening for the World Heritage Committee, the UNESCO General Assembly and, States Parties, and it also conducts other activities to protect cultural heritage.

This non-governmental international organization was established in 1965 following the conclusion, in 1964, of the International Charter for the Conservation and Restoration of Monuments and Sites (Venice Charter). It is made up of member countries’ specialists and specialized organizations on the front lines of protection of cultural heritage. It conducts research and application of theories, methodologies, and science and technology for protection of cultural heritage and serves as a UNESCO advisory body on the Convention Concerning the Protection of the World Cultural and Natural Heritage, carrying out activities including screening of heritages for inscription and monitoring.
